fix: listing review round + compose web build-timeout passthrough

- listing grid collapses at 900/620 (source-order fix), route-substring
  kind fallback gated to empty non-category listings, section-head shows
  item/page counts, Popular reads linked, category h1 assertions
- compose: SITEFORGE_BUILD_TIMEOUT_SECONDS now passed to web service
  (enqueue side reads it — upstream gap found during mirror builds)
- chore: ignore runtime state files
